Tracking Down The Culprit: Blue overlay on screen while in Winterhold

I'm trying to find out what mod is causing this, any help is greatly appreciated!

 

The problem is that, while in the Winterhold area (and perhaps any winter-based area), a blue overlay is placed over my screen -- as if it was some kind of weather effect. It seems to happen as a weather effect starts, but no amount of waiting so far has made it go away. Traveling elsewhere, like to Riften or Whiterun, removes the effect. The effect returns when I travel back to Winterhold. What's more, this effect not only carries on inside interiors, but has also started while in an interior (and while talking to someone.)

I can confirm that neither "Wet and Cold", "Frostfall - Hypothermia", or "Get Snowy" are the reason for this. Even with all three disabled and starting in a location without the effect, the effect returns once I enter Winterhold.

 

Any ideas?

Updates:

 

The problem begins to overlap after going in and out several times.

 

The weirdest thing thing though, I tried to summon, and once the summon was finished, the blue overlay disappeared, perhaps from the summon flash graphic effect?

 

I'm still looking for help to solve this issue.

Your best bet is to disable mods until you find the culprit. If you don't want to mess around with disabling them one at a time (and who does, really?), you can use the divide and conquer method:

 

DO NOT SAVE during this process, as any save you make will very likely be corrupted by mismatching mod id's.

Disable half the mods:

If the problem goes away, re-enable half of them.

If the problem doesn't go away re-enable them all and disable the other half.

You've now narrowed down the possibilities by half.

Repeat this process, cutting the possibilities in half until you find the culprit.

 

Once you've found the culprit, follow the uninstallation instructions on it's homepage.

Thanks for the help, Starfire!

 

After working to figure out what the mod in question was, I found it was Expanded Winterhold Destruction (2.16 and 2.19 both caused this issue.) The oddest part is I have not updated this file until just recently (now, to test it out.) I've been on 2.16 for a very long time, and have not experienced this problem. I can only assume it's a conflict with another mod and EWD.

I'm having this same problem, it's driving me crazy. I uninstalled EWD and disabled the enemy scaling SkyRe module the problem still occurs. Even worse, it's not going away when I visit other areas. Now it's on all my autosaves, and my most recent save is IN the college of winterhold, causing it to persist. The next most recent is ten levels back, so I really don't want to restart from there, but I fear I may have to as it's the only one that doesn't have this annoying bullshit happening. It's especially frustrating considering the entire reason I'm playing my current character is that my last 5 all experienced game breaking bugs of some sort.

 

I'm going to try it with a different version of EWD and see if it fixes anything, but my hopes are very low.
