custom animation guide?

I'm a fairly experienced modder and 3D animator who's recently started to get more involved with New Vegas. One issue in particular I've always had with the game are the 3rd person animations; there's plenty of fantastic mods and resources out there for 1st person aniamtions but remarkably little for 3rd person ones. As I'm currently working on an ambitious project to modernize much of New Vegas's graphics and the like I figured it'd be nice to try and put my skills to the test by creating new and better 3rd person and movement animations, but the only guides I've found so far seem hilariously outdated so I really don't know where to begin.

So how should I go about doing this exactly? are there any comprehensive and relatively up to date tutorials on creating 3rd person and NPC animations for New Vegas and getting them working in game? and is it theoretically possible to port animations from mods made for later bethsoft games like Skyrim and Fallout 4 into a format usable by NV and get them working too?

If I were you I'd ask someone from the "Just mods assorted" team. I think they have 3rd person sprint animations so someone on their team is experienced in that department.

I see, interesting. I've already come across a hidden gem of a mod that has some fantastic running/walking animations that with a lil tweaking would suite my project perfectly. I should have no problem actually editing/creating the animations in Blender, but my problem resides on how exactly I'll need to import and export the animation files so i can get them working in game. I know there's an old blender addon that allows for importing .kf and .nif files but i'm not sure if there's better or more up to date alternatives out there

Can you or anyone else link me a guide on how to do this or just walk me throught this part of the process with the skeleton and all that correctly?

If you want things to actually work, you need Blender 2.49b and the nif tools that go with it. There are updated versions of the nif tools for newer versions of Blender but they are buggy. Don't use the new stuff. Stick with the old stuff.

The nif tools have an annoying tendency to rotate the animations by 90 degrees. Other than that, they work reasonably well.

I personally started with this:

I also went through a LOT of trial and error to figure out what actually works and what you can and can't do. There are a lot of hidden gotchas and quirks, both in Blender and in the GECK. Unfortunately, I haven't found a better tutorial anywhere.
