Enbs and Character Changes

I see all of these screenshots of characters using enbs and they all look amazing and that is what i dont get, doesnt the enb only change like god rays and lighting, how does it effect characters like this?

Put simply, ENB will affect how textures appear on screen, and a mod author can manipulate the various values in the ENB files to affect how 'light ' interacts with those textures, which controls things like (among other things) coloring, sharpness and shadows. Which is why some presets give a softer, more muted look, and others are so sharp that you can practically count every pore on someone's face.
