My Load Order, sorted with LOOT.

 

Upon starting a new game and playing for a little while, and upon entering markarth, a massive FPS drop occured whilst i was in the city, crystal clean performance outside the city, and inside any interiors within, this was also a problem with Dawnstar, and Windhelm. I'm running a smooth 50-60 FPS in every other city (Whiterun, Riften, Winterhold, Falkreath, Solitude, Morthal) but upon entering one of the three cities mentioned to have this problem, i almost immediately drop to around 10-20 FPS.

 

I've deduced that it must be a mod, as nothing else can really explain why these drops are occurring, however I'm having a significant amount of trouble finding out which mod it actually is (or what mods are conflicting) that's causing these heavy performance drops.

 

Assistance would be appreciated, Thank You in Advance. (I will provide any extra information requested to solve the problem)

First thing I would consider are mods that significantly add to the processing in those areas. Immersive Citizens with its increased NPCs and additional processing needed for them would be a good place to start. Also consider Populated Cities Towns Villages as it too adds more NPCs to the processing pool. High res textures and high poly count models can eat into your available processing power as well.

 

It could be a combination of high res / high poly assets and increased processing (AI, lighting, weather, etc) that just so happens to be too much for those particular areas.

 

But beyond testing new games without specific mods installed, I cannot offer any additional advice.

Do the cities include Whiterun and Dawnstar?
When a lot of NPCs are in my view in those cities I get huge FPS drop.

I had the same issue as you . Then I installed shadow boost (link: http://www.dev-c.com/fallout4/shadowboost/ ).

 

I know it says fo4 but its also compatible with Skyrim.

 

Significantly improved my fps without deleting any mods (I have 100ish installed)
