Having trouble applying textures in nifscope

So for some reason half of my textures will not load, but the other half load no problem.

notice they are more or less identical, both set had the material textures set, both textures files exist and work, but some reason it just wont load, its not just this one either, all my meshes for the project have this problem, a bunch working and a bunch not working, seemingly at random.
