The primary method requires you to have a valid, functional copy of BOTH patched versions of the game. Which means if you didn't create a full backup of the XCOM tree for the earlier patch, you are out of luck from the start. (This is probably the reason no one has done so to date.)

 

You need the entire XCOM tree (both EU and EW) because EW makes use of some files from EU.

 

If you do have copies of both patched versions, then you have to identify and create difference files for everything that changed between the two patch levels, using something like the "bsdiff" app used in 'EXEDiff' and then you can distribute those DIFF files (legally, because they are only "patches") with something like 'EXEPatcher'. Keep in mind that your "before" version is the latest patch, and your desired "after" version is the older patch.

 

You will then need to repeat the process every time Steam patches the game again.
