This is vanilla Fallout 4 I think. I'll try that at some point, although I've seen people disagree on when they share. Whether it's different settlements, different tiers, linked settlements, etc. I've got all mine as top tier in Sanctuary. I'll try lowering some. I take it that just means changing from emporium to one of the ones further to the left in the workshop menu? It doesn't seem to use the terminology "tier" in there.
