Silver weapon extra damage problem

As most of you know, a recent update gave silver weapons a script instead of an enchantment for the silver burn. However, after testing it out in game, ive realised it actually doesnt work. Ive used it on a creature with the undead-type keyword which its supposed to work on, but it deals normal damage.

 

HOWEVER, when i manually add the hidden perk to my character, the damage works as intended. Does anyone know why? Im not used to the new papyrus script stuff, so the script language is all gibberish to me. Thus, could someone good at scripting find out for me?
