"Cannot start FalloutNV.exe" Error 5 ERROR_ACCESS_DENIED

So since my last thread pretty much went cold, I'll repost it again. I'm trying to run an ENB for Fallout New Vegas, but every time I install the d3d9.dll file it refuses to launch. It'll load up a full black screen with a smaller black window in the top left corner then after a few seconds will close back to desktop and MO2 unlocks. I put quotations in the executables tab like instructed in my previous thread and it gave me back this error that an antivirus is preventing it from starting. The only antivirus I think I have is just Windows Defender and I'm pretty sure I already made an exclusion for MO2 and NV unless I screwed up somewhere?

 

I'm at my wit's end here, how do I fix this?

The "file not found" part of the "owner" and "rights" report lines indicate you still have a problem with the command line being used by MO2 to launch the game. Resolve that before anything else.

 

What I see reported is 'D:\<somepath>\Users\Owner\Downloads\Mods\Fallout NV Modded (Proper)\Mod Organizer2\"D:... <omitted>'. That is concatenating two different paths into an invalid one. The path to the game (which is a "parameter" in this instance) should be separated from any other path by at least a single blank space as those are what separate such elements from each other. As in "break up the 'Organizer2\"D:' into 'Organizer2\ "D: ...', though I do not think the MO2 path is needed at all.

 

Again, this is best addressed with the MO2 team, but I would expect that when you give MO2 the path to the game executable, all you need to supply is "D:\SteamLibrary\steamapps\common\Fallout New Vegas\FalloutNV.exe" (including the quotes). If MO2 is doing the concatenating producing that error, then it is an MO2 error.
