Black Bars, Color Bars and Pixels at startup and in game

When I start up FNV I get a pixel mess and then at the main menu I see black bars and a washed out title screen. In game, textures look washed out, some with the same pixel mess at startup, and some characters are completely a mess of whatever this is.

It looks like your graphics card is telling you it is about to die and will need to be replace shortly.

That crossed my mind but the game was running fine just moments before and I have no issue with any other games.

Coming back to this for anyone in the future with a similar issue or if there's anyone could tell me why this is, but it seems to have been an issue from Mod Organizer 2? I changed profiles, set up the same mods in the exact same way and all these issues vanished. Not sure why this is but it worked I guess.
