Scripting help for spellcasting dialogue (newbie)

Hi there, I hope someone with more extensive knowledge than me can help me with my idea.

 

I want to create a mod that initiates dialogue whenever a character (Player or NPC), casts a spell. This dialogue would be linked to randomly play from a selection of spellcasting sounds.

 

Now I have tried my best to implement this in the Combat Tab of the CK, but to no avail, so I think I might need to script this separately. Problem is that I have no scripting background.

 

I understand that I can create a Quest that uses an event monitoring script, but I have no idea how to code that. Would any kind soul help me with how I would go about scripting this? Or even just a direction to resources that might help me would be much appreciated!
