I'm having some issues with my skyrim I'll link an image of the problem. I also had an issue during the opening scene where an elf on a horse started ramming the cart you ride in on, but that seemed to pass after maybe 15 seconds. I saved and then downloaded and used BOSS to resort my load order but the issue still persists. Any help with troubleshooting this issue would be greatly appreciated.

I have used TES5EDIT to clean my masterfiles as well as climates of tamriel but the issue persists also I am using the tweaks from the nvidia tweak guide including the load 7 grid tweak.

Well I fixed the main issue, I had apparently installed the CoT textures into a sub-folder from another mod. A quick fix and no more issue, although the bugged elf riding on a horse during the opening scene still goes crazy.

Since you solved the main issue, all I can recommend with the buggy issue is to temporarily remove whatever mods of yours might affect scripts, as I've heard any major changes to the game can mess with that opening scene.
