Can I play skyrim.

I have something close to that (i stopped Anti Aliasing and activated Fxaa if it makes a difference), i am running about 50 mods, it runs smoothly on high, true that it does spike sometimes (pretty rarely), but nothing major.
~30 fps So try high for a bit first and if you spike, decrease it to medium, can't hurt to try.

Yes, the information you have provided is incorrect, thats the reason you have had so many negative responses. GE 650 ti has 2gb of vram not 1gb, approx 4gb in total. You could probably do with more regular ram, thats whats holding you back the most, but Skyrim should run flawlessly on... i don't really want to say, possibly that is unless ive misread something. Not the best site to ask this question. When in doubt use dxdiag, and give that information to someone who knows what their talking about.

I think some of people are totally incorrect you can play this game with Ultra settings. I could run Skyrim better on my laptop which has a Dual Core Processor. don't believe everything on Internet try it and see it for yourself.
