I keep getting Steam Error; Application Load Error P:00000065432

I installed Dragon Age: Origins Ultimate Edition thru Steam, then installed and downloaded mods thru Vortex. There were a couple of mods which I manually installed (DA Redesigned and Improved Atmosphere). After installing everything, I keep getting the above error when I run the game thru the dashboard.

 

My Steam install folder is default, my game installation folders are likewise default (C drive for both), and my Vortex settings are all default. Someone please tell me what am I doing wrong...

 

EDIT: Reading up on a few threads, I don't have Vortex as Run as Admin, I don't have Steam as Run as Admin. I even tried the thing where you copy steam.exe in the same folder as the .exe file.

I've already restarted my laptop and the Steam client multiple times. I'm out of my wits and very frustrated....

 

 

(In an unrelated matter, I also tried modding Skyrim SE with Vortex, but I can't run the game. It won't even do anything when I press play in the dashboard. I'm kinda getting frustrated because nothing has worked for me, I have yet to play a minute of modded gameplay using Vortex despite having all my settings and installation folders in default.)

a) You don't have to start the game through Vortex, if you don't find a way to fix this, just start the game from steam.

b) I'm fairly certain that the error message means we're not setting the correct "SteamAppId" environment variable. Go to the vortex dashboard and click the menu button alongside the game entry (not the start button) -> Edit.

In there you can see the Environment Variables.

If there is an entry "SteamAPPId" you probably have the ultimate edition which has a different id. Try changing it to 47810.
