Serious mistake I've made and cant figure this out

Basically I was following Sinitar's modding guide, I've done this before so I have some modding experience. My frames were 55-60 consistently even up to the final mod I installed. I have an ENB, DSR patcher and Nemeses engine all installed correctly and have modified ini files to my system. I can post my entire load order although I don't think the problem lies within my order. Right before I was ready to start my playthrough I opened Geforce Experience to turn off in game overlay HUD options, went back to my game and my frames are struggling to hit 30 my menus are all 60. I also noticed when I open the in game ENB menu I cant move the cursor out of the upper left quarter of my screen.

Have you tried going back into Geforce Experience and reverting the changes you made? It would make sense that that was the issue if it was fine before hand and worse afterwards.

Ok so I've narrowed it down to my ENB, i have Rudy ENB with VW and yes I have the VW version of Rudy, but it was running just fine up until the end. Now if i have an ENB on i get the really bad frames but whenever I installed a mod i checked if my game could handle it and it could just fine, always with the ENB on. The last things I did was enable the mod that contains LOTD patches, make a batched patch and then load into my game, maybe it was one of these steps where I made the mistake instead.

ENB has always tanked my FPS by at least half. For that reason alone I gave up trying them. I always felt that ENB was best used for screenshots but not actual game play unless one had a really beefy system. So... with my lack of experience with ENB, I'm not one for giving good advice in that regard.

I know there is a good bit to LOTD and its patches but none of that should be running so much that your FPS tanks. Especially if the FPS goes back to 'normal' when you turn the ENB off.
