Are these specs good for running games at top quality?

I'm going to list two computer specs below. (One cheaper to make than the other)

 

It would mean a lot for someone to take the time to read this!

I want to run Skyrim and New Vegas on this computer. Both at the highest quality with ENBs and little lag result. Thank you very much.

the 400 series of GPUs came in right before i started getting into computers, so im not sure how well they handle. that said i do not think a 450 can run Skyrim at High/Ultra. its an older GPU now and at the low end of the line at that. if it was a 480 or something wed be having a different discussion..sorta.

 

the 7870 in the second rig is much much better. runs cooler and quiter (the 400 series are notorious for running loud and hot) not to mention its a newer series car and a good mid range one at that. i think the 7870 will run Skyrim at at least Hight settings. plus it has the extra GB of VRAM, which will be handy when you start running ENBs and texture packs and whatnot.

 

The second PC also has an Antec PSU, which i would trust more through the Brand name over Rocketfish, which i havent heard of (if its popular outside of the US I wouldnt know). The RAM in the second Rig is also OCed RAM. though if you dont know how to use the BIOS, the RAM will most likely run at 1333Mhz anyways, because youd have to OC it up to 2133Mhz for it to work in most cases. and to top it off, a nice 60gb SSD for your OS will be very very nice. however, imo, i would see about getting Windows 7 x64 if you can. ive only used Windows 8 a little bit, but i personally dont like it. but this is just a personal preference. and i also like the Case in the 2nd rig better too. again personal preference. I personally have the Arc Midi (bigger brother to the Mini, which is the case for the 2nd rig) and i love it. that said, the Case for the first PC is a highly recommend case as well.

 

you dont list how much of a price gap these two are, nor your budget. im assuming since you are considering both, that you could afford both. so with that said, i would absolutely recommend the 2nd rig over the first.

not to mention twice the space in HDD in the second rig. 500GB can fill up fast with Steam. mine is almost 300GB and i know i dont have the largest collection (though i am proud of it haha) and thats not counting Music, Movies, and all the other programs and non Steam games you have.

 

that and i didnt even look at the Mobos. the Crosshair IV Formula in the second rig is a top rated mobo. the first mobo, is only a Micro ATX board. which for all intents and purposes doesnt effect game performance or anything, but the Asus board comes with more PCIe slots which could potentially mean another GPU down the road or soundcard or whatever. that and the color scheme is cooler haha. though ironically, the mobo in the first one is blue with red cathodes. the mobo in the second is red/black with blue/green cathodes. horrible mix match. but the Arc Mini doesnt have a window anyways so this whole color coordination wont even matter lol.

The second computer is deffinitely better.. Rocketfish is a horrible brand and something to avoid. Their power supplies are rated at say 500watts. What they don't advertise (clearly) is that all that means is the PSU can peak at 500 watts, it cannot sustain it for long. Corsair PSU's for example are rated based on the wattage they can continuously sustain.

Are those WEI scores and if so how do you get an 8.0?!

I believe the WEI was extended with Windows 8. You can only achieve 7.9 on windows 7, not that the Windows benchmark means anything as you will score 7.9 as long as you have a ssd and I really doubt it uses more than one graphics card for the 'gaming performance' section.

It's been rescaled in Win 8 to a 1-9.9 scale. Apparently a half-baked OS that needs two UI for the job of one is far too massive an improvement in user experience to keep the old scale.

 

WEI doesn't mean anything at all, except maybe a first glance gauge for complete newbies on whether a PC is old or very old.

i have read that running WEI on a PC can help it discover your equipment and peripherals if it couldnt find them. i run it on any new PC i set up just for poops and giggles. a sort of "Scan the System" if you will. ive never run into a problem where running the WEI has discovered a PnP device or anything, but i have read of people running it and it working for them.
