[Workaround] The console still functions, but the text appears largely off screen. Be very careful about your typing but it should work (tested Vista 64[Tested in Vista 32x, does not work]). To correct the position, modify the iConsoleTextYPos and iConsoleTextXPos values in the Fallout.ini file. Approximate values are iConsoleTextYPos=900 and iConsoleTextXPos=200 (Tested in Vista 64). that does work for Vista 32.
