Dialogue and Force Greet

I want my character to be greeted automatically at a certain range but no matter what I do forcegreet either spans the distance of the whole cell or doesn't work anyway

 

So what parameters do I need to set there?

I for critical dialog sequences (like meeting Kellogg) I stopped using forcegreet packages due to inconsistencies, use a more predictable OnDistanceLessThan event to start scenes.
