Enemies spawning without weapons

I'm having a problem with the occasional raider and Super Mutant spawning with some ammo in their inventory but no gun. Here is my load order:

I'm pretty sure it's FWE that's causing the problem, seeing as I've been having this problem since before I had MMM; I disabled FOOK and respawned the cells and the problem was still there.
Or is this not a bug? Are there supposed to be enemies that use their fists and have ammunition in their inventory but no weapons at all? I can see how there would be, but it seems like a bug to me.

Hi Aralvar,

Your load order is sorted by boss? You miss a merge patch, maybe is this your problem.

The merged patch for FWE and FOOK is downright awful. Really messed up the game, causes all sorts of errors. Same thing happened with my friend. I sorted my load order based on the "Perfected Load order" topic that a lot of people are using, since I'm not sure how to use BOSS.

I wanto to show you 3 suggestions:

 

1 - sorry to tell you but FWE and Fook2 dont make good choose together, its not only my opinion but many users\modders confirm this, but if you really want to play with this two mods you MUST use a bridge, try this http://fallout3.nexusmods.com/mods/10167

 

2 - for load order the tread you mentioned its a good help but first step for all is use boss, really easy to use trust me look at this

 

3 - for merge patch i mean Fo3edit merge patch, mods in your load order need to work well together to create a merge patch, if you dont now what i mean look at this

(dont make master update!!!)

 

imo your problem is bad load order and not maked your merge patch.
