Unable to walk and run in third person

The third person was working just fine for the first few days that I played Skyrim Special Edition. I installed and activated all of the mods I wanted to be in the game and had all of my preferences in the .ini folder in place as well. The third person works like normal when my character is out in the open world. But the WASD keys will not respond inside of caves or buildings while in third person. I did notice at one point while in a cave that when I zoomed out and tried to walk, the game told me I was carrying too much to be able to run. I am not carrying too much, though. I run the game through Mod Organizer 2 and through SKSE which MO2 launches for me. I have attached a screenshot of my mod list on this forum post in case any of the mods are known to cause bugs for third person controls. The only mod the screenshot didn't capture is a mod called Convenient Horses which simply adds a way to put equipment onto your horse so your character doesn't have to carry everything. The only other thing I can think of, and my dad said this wouldn't do anything to my game as it has nothing to do with game controls, is he added a over 50 FPS physics fix mod to my game today. The third person started having issues with the WASD keys today after he did that.. though I know it is highly unlikely that the mod did anything to the WASD controls. Any ideas on what it could be? I disabled the over 50 FPS physics mod just in case. The third person is still bugged out, though.

My last guess is it could be the Convenient Horses mod. Maybe my horse is carrying too much but it is hurting my character instead. But I also don't see how this is possible because my horse has been carrying stuff for a few days while playing the game... and I have not struggled until today. I was also able to gallop to a group of ancient standing stones so there is no way my horse is carrying too much yet.

Let's see if I understand what is happening:

 

Overland 1st person - movement normal

Overland 3rd person - movement normal

Interior 1st person - movement normal

Interior 3rd person - unable to move - sometimes states that you are over encumbered.

 

Things to check:

Any active magic effects

The value of SpeedMult - open console and type "help speedmult" (without the quotes) - should return the current speed multiplier value. Check the value in all four of the above situations. The idea is to see if it changes.

The value of CarryWeight and InventoryWeight - same process as speedmult. The idea is to see if something is changing either value when you want to move and reverting it when you look in the inventory.

 

But beyond that, I am clueless. I've heard of movement altogether being disabled but not for just third person interiors.
