Modding in Cyberpunk vs something like Skyrim

Hey everyone. Just wanted to start with a huge thank you to the modding community. From the simplest to the most complex, I place the community as high as the game developers themselves.

I've heavily nodded Skyrim for years and is the only other game I've experienced mods. (Unless you go way back to Quake 2 and Q3A days, man I miss Gloom and Urban Terror lol)

Anyways, some of the mods in Skyrkm are mind blowing and total game changers. To the point I can no longer play Skyrim out of the box and look forward to the day that Cyberpunk reaches that sort of modded "maturity".

From a noob standpoint (I don't know how to make mods) I was just curious how making mods differs from Cyberpunk to Skyrim. Like, I've seen from posts that modders are waiting for official tools released from CD Project Red and in the mean time are making use of community developed tools like CET. How does officially released tools change the playing field on how and what types of mods are created? Did Bethesda release tools specifically for the community to use in order to mod their game? Is that why there are DLC sized expansions and new weapons models / animations available there?

Thanks everyone!

I asked this question before the modding "support" tools were released, but, it's my understanding that the tools released aren't the toolkit/rootkit needed to do the things or anything remotely similar to what we've seen in Skyrim, and other titles from that developer.

I don't know why CDPR isn't, or hasn't ... yet released a full toolkit, or if they even will. I'd think with all the troubles they're having, they'd welcome any distraction in the media which could be easily achievable by giving the modding community all the things, all the access, whatever they want so the noise in game reporting could have their attention drawn to the amazing output of the community as opposed to the buggy patches.

Time will tell. For now, access to the game for the folks with the skills to do the things we want to see is still woefully restricted.
Come back in a year and that might be different ... but, don't be too hopeful as we've The Witcher 3 mods as precedent which doesn't bode well, and I don't think there's been much news that CDPR is developing an even stronger relationship with the modding community.

CDPR never released a functioning toolkit with Witcher, though they said they would. Modders had to create their own programs (Wolvenkit) to be able to mod it to its' current extent. Should CDPR actually release one for Cyberpunk it won't be even remotely close to the functionality of Skyrims Creation Kit. Cyberpunk runs on an entirely different engine, and is not as simple to alter.

A novice modder will be easily overwhelmed when something as a simple texture edit requires you to uncook the files to find the mesh that has the embedded texture in it, open a program like Blender to actually see the mesh, use a HEX editor to alter the texture shade, another half dozen steps, then having to recook the file and find out it looks nothing like what you envisioned in-game...
