hello my dear poets and authors...

 

as some of you may know im working on the Commonwealth of Modders, a community mod for fallout 3

and since im trying to feature as much original content as possible i thought it might be a nice idea to include some of your works in the mod...

 

i was thinking of adding somin like maybe a library or just a shelf full of books for the chilled reading pleasure during a nice warm summer sunset whiskey session...

 

therefore i call upon you creative people of letters and words to link here or just post any stories you would like to have included :)

 

if its a very short essay we might even go so far as to have you read it and record the voice to be played ingame (electronic books lol)

 

appropriate credit will of course be given

The Ecnardian Manifesto...

 

I'm serious by the way, this is a legitamate system.

 

Ecnardian Government system:

 

Part 1 Political Power,

 

There are 3 main sections in the Golithan Government system, The Executive system, Lead, by the King, or the “Emperor” the legal system, Lead by the Protector, and the people system, lead by 7 counsellors collectively called the council.

 

The King has total control, over the state, and rules the people as he sees fit. He decides actions of domestics, science, foreign issues, Industry, Military, economy, labor, or espionage. A king will last a lifetime, and chooses his heir (instead of direct bloodlines). He can choose also to stand down anytime and turn control over to his heir. If a king ends his reign as due to a resignation, death, or forced “impeachment” then the heir immediately, becomes king, if there is no air the people shall vote for a new one. By a direct, simple majority of votes, anyone can run to be king at such a time.

 

The Council, gathers, info from the people, and are also elected, by them. They serve for 1 year at a time. There is no limit to the # of times they can be elected However.

 

While on the council, they are responsible, to suggest actions with the best interests of the people. The council also selects the protector. And their primary duty is to represent the People there are 7 council members, Hopefully to get a wide view of the issues. However the # 7 may increase but only after a vote and only to another odd #.

 

The protector watches both the king and council and ensures that they do their duties.

If a protector feels that the king or council are not being fair or reasonable. The protector reserves the right to cast out any King or council member, he chooses, at the loss of his own position. He can therefore instantly force any amount of king, and council members, the stand down resulting in impeachment. On the other hand, the council can replace a protector with a simple majority vote, and the protector can retaliate as above.

 

The protector is also responsible for the Legal system. Protectors enforce and create laws, with their own Guards, and Detectives. Protectors are not Judges, nor executioners; they are in essence, Martyrs and defenders of the people. They defend the citizens from the Government and from themselves.

 

Part 2 Legal,

 

The legal system is enforced by the Protector but begins with the people. Individual persons propose laws. These ideas for laws will pass to offices and be debated on, if found reasonable and or necessary, the ideas are sent directly to the Protector himself and if he signs it becomes a new law. In future a protector can remove a law be it obsolete or a poor choice previously.

 

Violators of laws are found by detectives and confronted by Guards; Criminals have no rights and may either, compensate for crimes with money or go to jail. If a person resists arrest by attempting to escape or attacking guards, The Guards themselves can defend themselves, and may even Kill the criminal is chasing and apprehension fail.

 

No guard can accuse anyone of a crime without a detective proof and no detective can trespass or claim items for evidence without a warrant from a protector’s office.

 

It is the job of the detectives to play “Jury,” The jobs of the Guard is “judge,” and the criminal is his own executioner, deciding his own fate. If a person is wrongfully accused, and found to be so then he is re-compensated +10%.

 

All guards and detectives are themselves and each other. A guard is also a detective a detective a Guard and serve as both while on duty, (even if that is not their current objective) But they cannot do either task while off duty. Protectors can pardon, criminals or release them.

 

Part 3 Laobr/economy,

 

The system of labor and the economic model go hand in hand. To begin all land, property, and money belongs to the king, the state (except for the outpost). For a person to gain land property or money he must work for the state and then be paid in their chosen rewards.

 

For instance a man may agree to work for the state in return he will get a farm and the tools needed to run his land. After completion of his time for the king he shall receive his reward, before or after he completes the job (what ever is more prudent)

 

Thus for a man with no money, or no home, he shall work to gain his wealth. An employee to the state who performs “jobs for the king” shall be so only until he is ready to go off on his own. People are also free to work for whomever they choose A man can do jobs for a friend in return for something, and many people may work at a factory owned by a private person, but only if the private person can cover his debts.

 

There are no taxes except on private money, wealth accumulated by a person must first be taxed and have the amount of money sent to the state. The king himself has his own estate, but does have to pay taxes to the State.

 

Property, land and money can be passed down from father to son. Or to friends, (in the form of a gift, or as part of a will) property can be sold to the state, for money or other property Land however can only be given after a “Job for the king” despite that it can be sold. Taxes occur once a month, and taxes may vary.

 

Part 4 Military,

 

Control of the army, navy airforce, spy or military in genral is under the chief direction of the King. The king alone is the highest up on the chain of command and while the king may select generals or captains, his orders can only be countered or changed by more orders form the king. Persons who serve in the military are considered doing jobs for the king and should be paid as such.

 

Regardless of any National crisis No man may be forced to fight and the king cannot order a conscription of civilians, Members of the army are in service to the King, and once they have completed their service he is no longer a solider.

 

Part 5 Domestic,

 

The king controls oversees, and is responsible for the people’s work. While he cannot force someone to work on a project, the king opens and maintains, Projects to be done, persons who complete such projects are considered doing “Jobs for the king” for example, if the king wants a new hospital to be constructed, he supplies the resources to build it and the people nearby shall provide manpower, these are the “Jobs for the king”. People are free to decide how and when they shall work, but the king has the power to open projects for the people to work and to pay them.

 

The king also decides where and to what extent the states funds should go. If he decides to place some of the nation’s resources in scientific research, or to maintain a free education or healthcare system, the money will come from the state at his discretion.

 

The king is also responsible for payment to those who perform “Jobs for the king” Payment can be done before or after, and those decisions are to be decided between the King, and the personal worker before hand. Kings are obligated to pay workers, who have completed their job, unless they have broken the contract, that should be agreed upon before. If a man is promised a new home after he completes the construction of a large wall, the king does not have to pay him if the walls construction takes too long or if the wall doesn’t meet standards.

 

Part 6 bureaucracy and politics,

 

The tasks of the King and Protector often seem to large and important to be given to one man. So both the king and the protector should have help. Advisors, Bureaucrats, officers, specialists, and servants, are important to assist the King and Protector carry out their huge tasks.

 

The king may hire spies, generals, advisors, personal bodyguards, or even butlers at his whim, and the protector as well to assist in the upkeep of the law. In either case, whether these people are personal assistants or civil servants, government officials of pencil pushers, they are all needed and doing “jobs for the king” and should be treated as such.

 

However political power remains in the hands of the king, and the protector respectively Their jobs and responsibilities are theirs and no amount of help, can remove it, and no on can make the choices for the king or protector. Although they can get help, it’s their job.

 

But in the event of a removal of a king with no heir or removal of a protector, the servants and bureaucrats, shall continue their duties until a new leader can be found. They cannot start new tasks but should continue what their leaders would have wanted them too.

 

While council men have the power to summon assistants and advisors, Bureaucrats, is looked down upon. As the councils purpose is to relate matters form the people to the king, offices, policies, and rules get in the way. So do titles and prestige, the council is supposed to be a group of regular people. Councilmen are not forbidden from forming groups of servants, or advisors, but it’s not suggested.

 

Part 7 the Kings estate.

 

As a permanent position both the king and the Protector have permanent, estates, which belong to them and are considered, their land and property. All kings live in the Royal Palace and Protectors in a fortress known as the outpost. Both set the leaders separate from the people and are defensive castles in their own right. The palace itself and any land that is not owned by private persons (citizens) belong to the king and he can change it as he wills Thus in the Ecnardian Empire any land not already given to the people for their services, belongs to the king and the resources, are his as well. If the Royal palace or the outpost is destroyed or under siege, the king/protector can take refuge in the other castle. Any man who is performing “Jobs for the king” shall be feed, clothed and housed on the king’s estate. Be it Palace grounds or a countryside manor far away. The Protector’s outpost is also part of a larger system of land belonging to the Protector. (these places include, guardhouses, and offices that serve the Legal system). Just as a farmer owns the crops raised on his land, goods produced, on the kigns estate, be it food, gold, or even wild game, these natural things belong to the king, and taking them is stealing from his majesty.

The World, The Simulacrum, and The Long-Hoped For Bullet

I long for the bullet.

I need to be cleansed.

 

The crime of my mind and the foulness of my hands have etched, scarred me. Scar me enough for rats, rodents. Dread rodents, get away! Away from me so I can have my gin, my rummy-tummy, drummy, bottle of artificial-ultrasocial gin.

 

And these hands, are vegetable. So vegetable like lamentable clover in a drink of bitter water. A drink which I drink up, ah, a sip. A sip on a seat, under a tree.

 

Lovely.

 

The world, simulacrum, and the long-hoped for bullet.

 

The background before the concept, then the narrative as implementation, and finally, the resolution. Thought only has worth if it is applicable and known in the social plane. What stains, is not gold. He who thinks, is a fraud.

 

Eye-have-you.

 

And whatnot.

 

The context of my words without prior knowledge are simply missing. It's lost to the winds of the solitary crowd. The crowd of crowns. Such eyeful crowns. The crown wearing masses, ushered by the hands of power, finds themselves loosing context in an assembly. And then, a chant echoes and cannons. The chant of true faith and devotion, it was the chant of all chants. It was the chant of The One. It was the chant of the all-and-ever seeing. It was the chant of two syllables. In each, a single letter. The letter was B.

 

To B or not B.

 

No. 'tis for B, for B.B.!

It is for victory!
