What Mod gives the MOE npc

yeah not sure if the title is clear enough but this is what i need to know

i quite litterly stumbled upon the higer roller suite map marker and discovered much to my now overjoyment and tad dismay

i can have an NPC called MOE turn some of my weapons into something better

and i love this mod i just don't know what it's called as i tend to back up all my mods before doing something serious like a system reformat. this is my load list
