Garden Terrace and the Outside Interior Conundrum

Garden Terrance is an interior cell... on a rooftop.

 

I tested this; using a number of Cushioned items as clothing I dropped ledge to ledge to street level and the outside and Faneuil Hall. Saving and looking at the save location I was informed that this was still Garden Terrace.

 

This cannot be good for game stability.

 

Actually enclosed cells like Goodneighbor and Diamond City can and likely should remain separate worldspaces but places like Garden Terrace seriously need to become part of the overall worldspace in truth.
