I just try Using My Hotspot Cellular with My Data Cellular on My phone and i did test download for Pipboy flashlight mod and it work but only Manual. On vortex, i'm not sure it about it but on download speed panel, worked. I'm not sure it's because WI-FI cannot work despite other sites worked like as a normal and i did check firewall before that problem Vortex Server maybe when using Wi-FI? If the download doesn't even start in Vortex, see: https://wiki.nexusmods.com/index.php/Downloading_from_Nexus_Mods_with_Vortex If it's timing out in Vortex that may just be an issue with the connection quality. But when start, download on Vortex, it didn't show up a download files so i don't know if file will start download and showing a download file list (Except i check a download speed panel and disconnect my data cellular). I also see when notification of download start on Vortex. Vortex will use whatever connection your PC is currently on.
