LE Wabbajack Cloak (Presence of Madness)

Okay the thing is I already made a request yesterday but I think that one might be too time consuming and I actually did try working on this mod for 2-3 hours on creation kit but I just felt like I got physically sick trying to make this thing work so I need someone more experienced than me with creation kit or in general someone just better than me. So here's the story behind this: I wanted to roleplay as Sheogorath but I really can't capture his character and make him unique. Then it came to me I should make a wabbajack cloak called Presence of Madness.

 

Here's what I had in mind:

 

• Ability that can be turned on and off like night eye or any ability
• It's not restricted to when you can use it like once a day. You can use it anytime
• Cloak type spell
• optional - range of 15 ft
• has the same effect has Wabbajack. So if it doesn't work on dragons then neither will this cloak
• only works on hostile creature/people

 

If you have anymore question please ask. Also as I've said before I'm getting a headache working on this and am just getting sick. If this is simple enough for someone then please help me.

Find the wabbajack magic effect (it's in the wabbajack spell), copy it, and change it to concentration, and copy the condition from the FireCloakConc-something effect. Now you can copy the FlameCloakDmg spell, then the FireCloak effect, then the FlameCloak spell, adjusting the contents of the copied spell to refer to the previous each time. Tinker with the graphics along the way if you want. The magnitude of the FlameCloak spell is the radius. Set it to Lesser Power and Voice to make it a power.

 

See if it works, if yes, you can convert it to a toggle - but this will require more effort (scripting) and isn't necessary when it's a lesser power.

Yeah I got lost with this. To be honest, I'm not very experienced with creation kit and just know the basics. Is this considered easy to do though?
