The More stuff you add, and specially enhance, will have impact on anyone's FPS for sure. I did exchange MMM for MOO combined with WAC as I did stutter a lot which I do not do with MOO.

Well I put a quote here that I usually add at Reddit:

I do suggest you install MOO, WACand also Ultimate leveling as the leveling system do suck and you need to micro/macro it from the console. Leveling is better in both Morrowind and in Skyrim really. Why? They do add some of the minor skills to the level, Oblivion does not as it only includes the major and that sux. (I do see you use Alex's faster Leveling though)

If you want a simple leveling system that are ready to play as it is, without editing an ini file, use Realistic Leveling and also install all fixes, ENBoostwith ENB v0.259 and Enginebugfixesand all unofficial bug fixes.
These faces are very nice as well

Performance Sound might give a higher fps and also a more stable game

Each of those pages have a description that tells you how to install them. You do run your game on PC as it might work on some console's and not at some. I do not know anything about console's anyway?? I did bought a PS1 when they came out ages ago...

I use Wrye Bash since 16 years back now for managing and installing my mods and patch them so they work nice together and for none OMODs and OBMM for Omods.
Wrye Bash will put a folder next to your Oblivion folder, where you DL your files too if you install Wrye Bash that is called Oblivion Mods\Bash Installers
I use LOOT for getting the mods in right order and it also tells you if the mods need cleaning and you clean them with TES4EditQuickAutoClean.exe that comes with TES4Edit

Well you need to Take a look at your list for sure and make choices. DO you really need every mod you have activated? I cannot pin point which mods are causing your FPS drops but MMM sure made me stutter, not all the time but mainly in caves which where overrun by mobs, so I couldn't move at all. I installed the Stutter Remover to be able to do anything at those spots and it helped but then I really went into slow motion instead. My computer couldn't handle it. On top of that, I also installed Better cities and then everything went oblivion for sure with corrupt save games on top of the already heavy game so I flushed it all and started all over fresh as I did not have any choice and then I did not needed the Stutter remover any longer.

First of all, where does your FPS drop? Everywhere or in caves?
