Need Help Modding Weapon Attributes!

Okay... So I got Fallout 3 for X-mas, and was -really- happy. :D I figured since it was a Bethesda game, and it had a "Data Files" option on the loader, there would be mods for it! I also figured that, because it's Bethesda, any mod tool would likely just be a rehashed version of the TESCS. Wow, I was right! Anyway, I'm quite familiar with the layout and implementation of the CS for Morrowind and Oblivion, and the one for Fallout 3 wasn't, as I found out, that far of a leap.

 

The first thing I did, as likely anyone would do who's -relatively- new to modding would, is make insanely-overpowered versions of weapons in-game. Now, here's where I need help. There doesn't seem to be any... Well, help. There are plenty of options, but little to no idea about what they actually -do- in-game. One example of an issue I've had is with the VATS accuracy. I don't understand how in the -world- that works... But I've managed to make a gun that has 0 accuracy at any distance further than point-blank, even ten feet away. Not only that, but no matter how I change it, it doesn't seem to change in-game. Confusion abounds!

 

Help! I thought I'd easily be able to make guns that are 1-hit kill and can hit 95% of the time from 300 yards away! If someone could devise an in-depth, explanatory, informative list of every stupid little option in that blasted editor, I would be -highly- appreciative, and I'm sure the rest of the modding community would be, as well, especially the beginners.
