If it can be done and I am pretty sure it can i would like someone to PLEASE PLEASE PLEASE create a mod in which a character can defeat a mother dragon to gain a dragon egg from their the player must raise the egg by feeding the dragon, playing with it, talking to it and developing a dynamic bond full of many choices. Once the dragon is a certain age it will learn to fly and at another age it will learn fire breath and so on. once a players dragon gets a certain age the player can ride on the dragon and give it mental and physical command. The dragon will contuniue to grow as it ages

Although its sounds a great Idea lore wise dragons are timeless (or an aspect of time itself) thus are not born and if I remember correctly there are no female representative of dragons. That said who says the mod should be lore friendly, I for one would love to have a dragon where you meet it as an enemy but through a quest line become allied and eventually friends (allowing you to call him into to battle and fly) without having to be dragonborn.

Any way that's my input, but good luck with you request :)

Could make it the creation of a profane sorcerer or something, rather than a true dragon, to excuse and lore-friendlify the growth and any other oddities. You know, maybe a hagraven or necromancer or something magically forged a 'baby dragon' meant to be a mount or servant from the excavated skeleton of a regular dragon.
