I just bought a physical copy of the GotY since I've never played the DLC, but my laptop cannot read the disk because it says it isn't an official Win32 file or something to that extent. What do I do??

If you installed your game in the default location, now is the time to uninstall it and then reinstall it in a location outside of Program Files before you install the DLCs.

To do this, during the install process, you will come to a screen that will ask if you want a default installation or custom installation. Choose the custom install and in the dialoge box, type in the location of your choice. To install the second disc, start your laptop in "Safe Mod", insert the disc and let it load. When it is finished, restart your laptop. Don't forget, you still have to get the 1.7 update from the Bethesda site: http://fallout.bethsoft.com/eng/downloads/updates.php and the Games for Windows Live update from the GFWL site: http://www.xbox.com/en-US/LIVE/PC/DownloadClient
