Followers that use custom spells

Hi, I am fairly new to this site, and would be very interested in creating my own mods but I don't have the talent and resources. I would just like to ask the available possibilities in making followers, before I continue my knowledge. Things I wanna know are.

 

First, is it possible to make a follower that will only know certain types of spells, in game or downloaded?

and Second, is it possible to set which spells they will use actively, and which spells they will only use when asked by the player, and incorporate it into an in game menu?

First - yes
Second - yes, although the menu would be limited in size and for all i know your follower could have 100 spells.

 

also you can probably just do this with console commands, instead of a menu.
