Perk Selection Bug [Game Breaking]

So, I have googled and scrounged and come up completely empty-handed.

No matter WHAT save I choose, even after starting a new game with NO mods, completely clean, upon leveling my skills [any of them] I am unable to click on the perk to allocate my skills. I've been playing for a while, I know the pre-requisites [leveled a few different characters prior to this].

What appears to happen is this:
Gain Level Up
Select Health
Navigate to Perk Tree
Zoom in
Click perk

At this point, regardless of which perk it is, it jumps back out of the zoom level and does not apply the perk. No menu asking if I'm sure, Nothing.

Any ideas or information would be appreciated.

[No Mods, Complete Reinstall, problem not resolved. The game is unplayable.]


{I am apparently able to select perks by navigating to them with the keyboard and hitting the enter key, but that doesn't resolve my problem with broken menu selection.}

Of course all this assumes your are using a Steam version of the game.

When you say a clean game, you mean you completely uninstalled all game files using the Steam DLC and manually removing what is left behind after that?

 

If you are not using mods, then it seems like a Bethesda thing.

 

However, if you did have a modded game before, it is possible that you did not completely uninstall everything--you could try the STEP Guide's instructions on reverting to a completely vanilla game.

 

You could also try verifying your game files on Steam. If the problem is a missing or a corrupted file that should take care of it.

 

The only other thing that comes to mind is a mouse problem. Maybe check the system Information in steam (click on the help tab there) and make sure it is recognizing your equipment, and check to make sure the game is mapping your mouse keys properly?

Try pressing E or Enter (Your action key) when you have the perk selected.
