Freeze on load / Arrow problems

Recently I've been getting some freezes when loading into areas and loading into the game. I've installed a few new mods, but I know by load order is just fine. I'm pretty sure my computer can handle it too, and once you see it you'll understand why I'm confused. I'll put my load order below, followed by my computer specs. Another issue I'm having is arrows and other basic actions seem to be delayed. When I shoot an arrow, it will take a few seconds sometimes before it finally goes off of the bow. Same with vanilla-spell animations; they will not show right away when I switch to them. I was thinking it was the number of mods, but I've seen more from people.
