I know you're not on X Box but this totally pertains. I played SSE on X Box One S for about nine months, with about 145 mods, and had no crashes, and could enter Dragon's Reach and the Blue Palace in about 5 seconds. Later, I bought an X Box One X for the 4K "improvement" and continued to play with the same mod list, no problems. Then came the "4K Enhancement update" that actually caused SSE to render in 4K, and my problems began, with long load times and frequent crashes. I discovered that the 4K made my X Box so hot I could smell the paint burning, and brought it back to Game Stop on the $50 warrantee. The GS clerk gave me a hassle about putting it indirect sunlight, as if I would ever do that, and asked me if it overheated when I played Tomb Raider and such, which it did not, but he couldn't bring himself to blurt out that the hardware can't handle Skyrim at 4K. Shortly after bringing home my replacement X Box One X, the 1440p "upgrade" came along, and my unchanged load order now locked me out of Dragon's Reach and the Blue Palace with load screen crashes. An X Box advisor told me I should forget about the main quest and just sandbox Skyrim. Big help there.

I found that installing Skyrim off-line from my X Box disc allowed me to run 135-145 mods without any problems. I could go to Bethnet directly from a game I started off line and load 135-145 mods and have no problems with heat or crashes, but if I forgot to unplug my server and allowed Microsoft Live to jump my X Box and stuff the 4K/1440p "update" into my machine, all the same problems came back, even of I played at 1280p resolution.

Your problem is probably that your machine cannot handle the 4K/1440p resolution graphics processing, which seems to occur even if the resolution is set to 1080p. Drastically reducing the number of mods you are using will probably get you back into Dragon's Reach with about a 40 second load time. It may lock you out again at the return from Bleak Falls Barrow, or the Western Watch Tower, in which case more mods must go.

The only sure cure is to use an ancient copy of SSE from before the time the program was stuffed with the overblown 4K/1440p vanity project files. If that is not possible, then not having any graphics mods other than specifics like Enhanced Blood, or Transparent and Refracting Icicles, will help (no graphics mods that change the entire countryside or city.) Personally, I love Footprints. Also, sticking to Vanilla weather is a big help.

I now play Skyrim on my Cyber Power 880 (water cooled,) and on my X Box under an ice-pack. I can only have about 65 mods on the X Box as any more mods than that will lock me out of DR, probably because the resultant 45+ second load time then crashes the game. I only can use 1080p resolution on either of them or they burn hot. I intend to switch to Skyrim on my X Box One S, load Skyrim from disc off-line (no 4K or 1440p,) and bring back my 135 to 145 mods.

The best answer would be for someone to find away to delete or disable the 4K/1440p capability so the program would run without having to render the interior of DR in 1440 just to dumb it back down again into the 1080p that avoids burnt hardware.

Yes, possibly too many mods for your system, if not mod conflicts.

 

Also, don't try entering Whiterun when it's raining.

I went back to my X BOX ONE S, which no longer has the 4K "upgrade " forced on it, which the XB1X still does. (Thankfully, 1440p has been abandoned.) The game looks gorgeous in 1080p, no crashes, highly animated, no need for water or graphics mods, runs cool and plays beautifully. I CAN ENTER DRAGON'S REACH WITH A LOAD SCREEN THAT ONLY LASTS 7 SECONDS!

I believe that his proves my 4K theory true, that the XB1X with its' "Vapor Cooling" not only cannot handle the game and the 4K upscale processing without overheating, but its' real intention was that it be "the heart of a home entertainment system" for upscaled movies and TV, not for 4K gaming.

Using the XB1S in off-line mode, with the game installed off-line, from disc, and temporarily going on-line long enough to Beth.net to install mods, bypassing Microsoft.net, will avoid the forced 4K "upgrade." Do not obtain the game from the MS Store, as it is the 4k version.

THE PC FIX IS EASY. USE BETHINI SET TO 1080p AND AVOID THE 4K UPSCALE PROCESSING POWER WASTAGE WITH ITS' ATTENDANT OVERHEATING, TOO LONG LOAD SCREENS, AND CTDs.

What on Earth were they thinking, forcing people to have a 4k graphics update? The very definition of virus activity, as far as I am concerned.
