Darkened Textures during Camera Movement

I have sort of an odd issue that I'm having a hard time figuring out. It all began when I moved me gaming PC by my desk and built an HTPC for my entertainment center. I had Skyrim working flawlessly on my 47" Vizio TV but when I started playing on the 24" Toshiba by my desk I encounted a "game breaking" problem. I have notice, and it would be really hard to not, that if I even touch the mouse that everything around me gets dark.

 

At first I thought that it was just an updated graphical mod running so I used the NMM and updated everthing. When that didn't work I then tried disabling the mods in case something was curropted or what have you. Nope, it still darkens. Then I tried changing some video settings around which did end up help a bit but only when I turned of the game AA and used the Nvidia controller to up it further. It still shows which makes it really hard to feel immersed in the gameplay.

 

I then took to the web to find anyone with similar issues. There had been a suggestion to completely turn off shadows but my issue happens even on a plain dirt road where the iss no shadow to be had along with everywhere else. Come to think of it though, the sky never seems to darken except for the change in time so?!? My character does but to a slightly less degree.

 

Is it possible that my 24" just can't handle Skyrim though I'm able to run Metro, Crysis 3, Far Cry 3, GTAIV and such with maxed out setting and no issues? My Vizio has a refresh of 120 where as the Toshiba has 60 but I'm not sure if that would even cause an issue if it's not happening elsewhere.

 

Any suggestions?

GPU - EVGA GTX 570 SC

SSD - OCZ Vertex 2

Display - Toshiba 24L4200U

So, I'm thinking this may be the type of monitor I have because the same thing happened after putting high res textures into F3. I've also noticed a change in a few pictures. Has anyone ever heard of such a thing though? I feel like I'd like to say I'm wrong but I have no other answers that make any better sense.

Are you using your monitor's gaming mode? If not that might fix it.

 

If the problem persists...

Do you use NVidia Inspector? If so, can you post a screenshot of the skyrim game profile?

Have you checked in NVidia CP to make shor your display section has your current monitor and its native resolution selected?

Can you also post your prefs.ini (enclose in spoiler tags)
