essexfuzz
I was just thinking that with the long history of there being such a strong modding community tied to Bethesda's games, wouldn't it make sense for them to release their future games with a comprehensive mod development kit? Why did Skyrim have to wait so long for that? I guess they are worried they'd have too much free competition to their DLC's but seriously they should release toolsets that allow modders full control over textures, meshes, animations, and skripts. Or maybe I don't know what I'm talking about.
Proteus Draconis
The PC market is their smallest, so I doubt they are concerned with release of their development tools in relation to DLCs. I would say that modding as it stands is fairly comprehensive, we're just limited by consumer tools, which is the main issue: I suspect Bethesda's tools, for multiple titles, are privately licensed to them so they can't simply release those tools even if they desired to do so, and they probably would.
