Strobelight Posted May 20, 2013 Share Posted May 20, 2013 Try using NMM instead, it depends on preference but if FOMM doesn't work then using NMM is your best bet. As stupid as it sounds, the game loads them in the order that they were created. FOMM (and other load-order managers) edit the creation date of the plugin files to change the load order. If one of your plugin files has been opened by another process (GECK, FO3Edit, another manager, etc.) then FOMM cannot change the file attributes and thus cannot set your load order.
