It only rains when standing under shelter

Hey guys, encountered a problem with Skyrim. Take a look at the two pictures below.

So in Skyrim it's raining. While I stand under shelter, it visibly pours it down with rain. Yet the moment I come out of shelter, the rain stops and slows down to a mild drizzle. What gives? Any help is greatly appreciated.

It may be real shelter or just CoT, or you could perhaps find a raindrop replacer like Real Rain, or just the texture, and see if it becomes visible.
