If there is an .esp it goes in data. If there are included textures or meshes those folders go in data also. Well constructed mods will unpack with the proper structure already in place. To get mods to work at all the linebInvalidateOlderFiles=1must be in your fallout.ini (the one in my documents/my games, not program files) I don't know if fomm will make that change or if you still need to do that yourself.
