Lisnpuppy
Do you have an actual question? I am going to assume that is a mod. If you don't like how they balanced it then don't use the mod. Maybe its able to be improved raising the damage. It is more effective on the undead. Alternately it is a pretty simple thing to load it up in the CK and change the stats yourself and make it whatever you wish.

MotoSxorpio
Temper it? You could also download CK from Steam, or TES5Edit from here and modify the damage yourself.

MotoSxorpio
Using TES5Edit might be easier...just depends. It uses spreadsheet style format, while CK is full of UI buttons and whatnot. In the following screenshot, you can see that I have loaded my mod list into TES5Edit and expanded a random weapon mod. In the left pane, I've selected/clicked the weapon I want to adjust. In the right pane, I've located the setting for damage and selected it. All that needs to be done now is right click and adjust the value in the prompted box that pops up. Ok/save and close the TES5Edit application, it will prompt for saving any mods you have made edits to and ask if you want a backup...normal usage would be to leave those checked unless you've touched something in another mod on accident. Results should be immediately apparent when your save game is loaded. EDIT: whoops, forgot the screenshot- http://i.imgur.com/9SkMf6I.png Edited July 29, 2015 by MotoSxorpio
Lisnpuppy
http://www.creationkit.com/Category:Tutorials Might want to start here. There are also many on the YouTube and other places. Your, "this is a joke" kind of comes across as a bit of an insult, though maybe this was not your intent. If you have a question about how to do something just ask. If someone sees that you are insulting to a mod/mod author they will be disinclined to assist you, if you meant it that way or not.

MotoSxorpio
Mod Organizer may have a different location for load order file(s). I do not use Mod Organizer, but I think TES5Edit has to be run from within MO. Don't take my word, there are a few guides here on Nexus File Sites and on STEP forums.
