Stardew Valley mods not recognized

Vortex version: 1.4.17

Game: Stardew Valley
Mods Installed: 6 total mods. "Tractor Mod 4.14.10", "Secret Garden Farm 2.0.0", and 4 mods those mods use ("Content Patcher 1.24.8", "Seasonal Buildings", "SMAPI - Stardew Modding API - SMAPI 3.13.4", "DaisyNiko's Tilesheets")

Environment: Windows 10, running game through Steam (but launched by Vortex with the above mods set to "Enabled"), on a computer that is overkill for running this particular game.

Problem: Game is running completely like vanilla.

Specifically 1: Tractor should be available for purchase from the games carpenter. It is not.

Specifically 2: "Secret Garden Farm" layout should be used with alternate tileset when creating a new game using the "Forest" layout. Neither the layout nor the new tileset is showing up.

Mysteriously resolved.

Details in case it's helpful for future troubleshooting...

I read about SMAPI order being important on multiple nexusmods mod pages. And that mod order either wasn't important or was automatically handled on multiple nexusmods forum posts specific to Stardew Valley. Before this thread was started, I disabled all mods (which removed them from the mod folder), and then re-enabled them (which added them back to the mod folder). When doing so, I did them in the proper order (SMAPI first, then required other parent mods before their child mods (that required the "parents"). But this was all before I started this thread. And I've not played the game in steam nor done anything with vortex/nexusmods since until just now. When re-testing to get an updated SMAPI log just now, the mods all seem to be working fine. I haven't manually updated the game through Steam, nor any mods through Vortex/NexusMods, nor any drivers. Unless any of these were updated automatically without my knowledge (I am the only user on this computer).

I'll include the SMAPI log in case it's helpful FYI info. If you happen to see what the problem was by the difference in the two logs, I'd be curious to know. But if you don't examine logs of self resolving issues, I 100% understand.

Question, is there a way for me to change the order of mods in the Vortex mod launcher?

Thank you for your efforts in helping, even though apparently it just needed time, and automatic update, computer reboot, or was just a fluke!
