Mass Effect 2 Help: RCW ME2 ModManager v0.3?

Downloaded this and .exe will not open the mod ...Windows 10...even ran as administrator, and it still won't open...compatibility troubleshooter didn't help either.

Any suggestions? Any assistance is appreciated.

I have this (RCW ModManager v0.3+skip movies mods.7z) ,just extracted it and ran it ,no probs.

Didn't need Admin.

Win10 .1903.

 

Only thing i can think of is a folder/file permissions issue with Windows or UAC is set too high.

Maybe it can't get access to the file it needs.

 

Or something like win defender interfering.

 

Can't see why it wouldn't work otherwise.

 

Tbh ,i've forgotten what this does exactly ,how it works ,haven't modded ME2 in ages.

Does it need access to a coalesced file ?

Or do you need correct reg entries for the game so it can operate correctly?

Do certain game files need to have read/write permissions ,not read only ?

This link takes me to a "Play as Garrus" mod at Nexus. I'm not finding the ModManager anywhere. It's disappeared.

It's in the download page, It include both Play as Garrus and the Mod Manager.
