[FO3/FNV] I need help downloading ENBs

I am going to go through this quickly as to not waste time. All of my information will be in bullet points. Sorry for sounding so abrasive.

  • I followed all the instructions, and downloaded the latest version of ENB from the official website

  • I extracted the things from the wrapper version

  • Whenever I load the launcher, my cursor starts spinning with the blue circle and then the launcher crashes

  • If I uninstall the d3d9.dll from the FNV folder, then the game will launch, but ENB won't be present

  • If I use any other d3d9.dll (say system32) then it won't load ENB either way

  • I tried downloading ENB with the injector version, but it didn't work anyway

  • I downloaded the directx june 2010 runtime thingamajig and it didn't work

  • I decided to turn off the steam overlay (I had it to run OBSE) but no

  • I remember trying to download some ancient version of directx which told me that in order to run it, i had to have a WinXP, Millennia or Vista

  • I tried disabling all of the effects that ENB needed to function in the launcher but as you can guess, it didn't work

  • (Note: I can't get help from Enbdev himself because... well he banned me from his forums. Also these problems persist for any Gamebryo games, such as Oblivion)

My only explanation as to why this is happening is because Fellout, but even then it doesn't work when I disable it. I also have some "crapware" such as Nvidia GeForce Experience. Here is my load order for both games: https://imgur.com/a/gQHM53T https://imgur.com/a/m5XGLhS. Please and thank you.

You should only use one fix mod.

 

What do you have installed that does not show in the load order?

 

Has the game been made large address aware?

 

Is the game not in program files?

Why should I make the game 3gb when I patched it with 4gb for both games?

 

The games are in Program Files because otherwise, Steam won't launch. However, I added the Steam/steamapps/common folder into my antiviruses' exclusion list.

Adding to antivirus exclusion list does not prevent the Windows UAC from stopping any changes to be made to any .exe file in Program Files. The only way to exclude the UAC is to move Steam and all the games outside of Program Files.

Can I just disable it? Moving Steam out of Program Files is too much of a hassle. Plus I fear that it may mess up my mods.

No you can't. Trying to disable the UAC will only disable the warnings. This is a known problem with the Steam version and there are instructions on Steam on how to move the Steam folder and any games.

Just to reinforce that advice, here is a standard initial reply to similar problems with some more details:

 

* Did you install Steam to it's default location? (GOG is not a problem as it places the game correctly.) If so, please see the wiki "Installing Games on Windows Vista+" article for why the original default Steam behavior of installing games to the "C:\Program Files" or "C:\Program Files(x86)" folder tree was bad (they learned better, and don't do that any more but didn't change it for older games); and why "disabling UAC and running as Administrator" is NOT sufficient, with instructions how to move it. Among other things, later versions of Windows (since the game was released) force files in "system protected" folder trees to be "read only" regardless of how you set them manually. It includes instructions on how to correctly move the Steam folders out of that folder path.

Don't move it to a folder under "User\Documents" either, as "executable" files are not permitted to run from there for similar "anti-malware" reasons.

This is the single most important thing you can do to fix and protect yourself against problems in the future. As much of a PITA as that is, it's never going to be any easier than now. System updates often cause issues with games installed to these folder trees. With the game moved out of the default location you will not need to be running it as an "Administrator Account", which is safer. Please see the 'Restoring to "Vanilla"' section of the wiki "FNV General Mod Use Advice" article as well.

If you did move Steam out of the default location, then likely any access privilege problem is one of "File and Folder permissions" on the parent "root" folder under which you installed the games. If this is not set correctly to allow at least "System", "Administrators", and "Users" to have "Full Control" then you can't overwrite other files or make changes. You then (while logged in as an "Administrator Account") need to enable the "Properties | Security | Advanced | Change Permissions" setting of the parent folder to enable the box: "Replace all child object permissions with inheritable permissions from this object", so those changes get applied to the existing files and sub-folders.

Thanks for your response. Unfortunately I won't be moving the Steam folder out of program files because I don't want to reinstall all my games. However, when I tried giving full control to all of the users in the Steam folder, it removed the full control settings from "CREATOR OWNER" when I tried giving it full control.

You CAN NOT make any changes to the permissions of the "system protected" folders. The system will automatically reset them back to what it wants, because it is protecting itself against "malware" (even you). This is why we say you have to move it out of there. You are just "spinning your wheels" and going nowhere.

 

If you have a second "drive" or "partition" you can create a new "Steam Library" there, and move games one at a time as needed out from the "C:" drive to there. If you do not have a second drive or partition but do have sufficient "free disk space" on your "C:" drive, you can create a "partition". The process is relatively easy and well documented on the internet.
