It seems to come from a mod.

 

What's your load order?

It's pretty crazy, but here it is. I figure if it's not vanilla behavior I'm screwed, since narrowing it down from this monster of a list will be quite a chore.

You probably have a mod that modifies the DASkullofCorruptionStaffScript &/or the DASkullofCorruptionSpellScript

 

Modify them without editing the scn, modify the timer for example and use Oblivion/TES mod manager to detect any conflict.
