In my opinion, releasing mods for console was just a terrible idea. Not just because of this issue but because of constant harrassment to the PC modders. I've seen an account going around bethesda.net copy pasting a wall of text basically begging the authors to magically click the button that makes the mod work on console. Once again, Bethesda are trying to ruin modding for us and my heart goes out to all those mod authors that are currently being crapped on.

I wouldn't blame you if you did this for the money, but the fact that you're doing this for other people makes you a wonderful person.

Those files are probably in the "Oblivion - Sounds.bsa" file. You'll have to extract the files and rebuild the bsa. As for the other question I'm not sure sorry. I know there are programs that can exchange faces between saves but I don't think it will do what you want.

Use the Construction set tool.

Check those mods for unistall instructions. They might have replaced a pipboy file.
