I had the same problem and I solved it by removing "Skyrim Reloaded - SKGE"

So is this possible yet?

Is there any way to download the . esm files from the data folder without going through steam?

Is there any way to download the update. esm files and the dlc .esm files from somewhere besides steam?

I'm not finding it at that location I used the skse installer from their website and I also use mod organizer
