i'm looking for a texture editor for fallout 3, nothing major, i'd just like to edit the textures of the outcasts in this mod Colossus Brotherhood and Outcasts: http://www.fallout3nexus.com/downloads/file.php?id=7466 I'd like to make them look a bit more rusted like they do in vanilla buying something is not an option, no money, so it really needs to be freeware or something I'm not gonna use any bootlegged copies of anything either. Gotta keep it legal here. so, any suggestions?

I have a save just outside of arefu and i want to travel north west but everytime i do the game crashes. One time i saw a yao guai who didn't seem to have an animation going but was still moving. EDIT so i'm pretty sure it's just a problem with yao guai, cause i've managed to run for 20 minutes through the wasteland and end up at shady sands, which is just south of oasis in that time i've fought scorpions, mirelurks, dogs and molerats, but i havn't come across a yao guai.

I might be wrong but i'm sure i saw on some website that there was a console command to set ownership of an object to the player, effectively allowing you to own anything in the world as long as it's not in a chest/crate or in a npc's inventory but now i cant find the command i want it so i can set a mount i got in an addon as mine to use for callsteed does anyone know the command or prehaps a mod that allows you to claim ownership of things?

Is there a mod that lets you command your mount so that it stops wandering off? thats really all i want, to be able to tether it to the ground so it doesn't wander off when i'm off exploring a ruin or going through a dungeon.

yeah thats what i found couldn't find toolbelts, dont like the chains all that much though :( and the book is pretty tiny is there any way to change the size of something?

i've looked around and couldn't find this as a suggestion, if there has been a thread already, i apologise for reposting so if you've ever played WoW and made a Paladin you'll probably know what a libram is, If not, let me explain; a libram in the warcraft universe is a book which has a strap running through the spine, the strap attaches to a persons belt, so the book would rest against the wearers hip/upper leg here's an image showing a chain for a strap http://images4.wikia.nocookie.net/__cb20070930012600/wowwiki/images/d/d6/UtherHealing.jpg so my suggestion is can we get some equipable librams that show up on your player?
