There was a Project for a Fallout 3 Multi-player, but was abandoned. I saw a video of it, and clicked the forum link, and the main thread was "I give up on this project." Maybe "EnableFastTravel" is in the Fallout.ini or Fallout_Default.ini. Switch that to 1 if you find it.
