Thanks for the advice. I'm the opposite: with no experience in Blender, most of the stuff that's really basic on 3DS Max is really difficult there (it doesn't help that you want a specific answer but tutorials are 30 minutes long). I hope someone with 3DS Max experience chimes in. For what it's worth, I also have 3DS Max 2012 but I run into the same issue here.

TL;DR need proper import/export settings for 3DS Max 2016 with Nif files. For a while already I use Nifskope whenever I need to remove a certain part from a mesh, or copy and paste branches from one mesh to another. For instance, to add underwear/modify underwear. This is really nearly all I use it for. I decided to expand the things I can do with 3DS Max 2016, since I'm somewhat used to it compared to Blender (which I'm completely new at, and feels unintuitive). This is what my basic procedure goes like: 1. Open T6M underwear mesh. Copy the "bra" branch. 2. Open T6M clothing I want. Paste the "bra" branch. 3. Because the bra is now clipping with the clothing, I want to remove the offending polygons and start up 3DS Max 2016 to remove them. This is where everything goes to hell. I do not know what the proper import settings are, and what the proper export settings are. When launching my edited mesh in New Vegas, my character turns into the invisible woman and only her hands and head are visible (which makes sense, since the problem is with the armor which consists of the entirety of the body, minus those). If someone could help me out, I would very much appreciate it! What should be a rather simple task (I mean, deleting polygons takes me less than 2 minutes) is becoming annoying fairly quickly. Mods that I would download in 15 minutes at worst now take me over two hours, 80kb/s, driving me crazy... (I'm not Premium by the way)

This is the issue I have with the faction armor in this game: they are seen solely as disguises instead of clothing. A legionnaire dressing as an NCR is disguising himself. An NCR dressing as an NCR is not. The game doesn't tell the difference by itself. (Skip this if you just want to know exactly what I need) Now, I know the mod "Intellegent (sic) Faction Armor" tries to fix this. I wouldn't be asking for a mod that does that if it worked correctly. But for some reason or another, killing a bunch of NCR soldiers (while having an Idolized reputation) causes me to lose my reputation stats with that faction after switching between clothing and faction armor a couple of times. There's another mod, called "Faction Armor Usage Enhancement" that tries to add something interesting to the faction armor system, by making faction armor act as a disguise only when you are fully covered in that armor and are indistinguishable from other members. But I found one annoying issue about it, the same as in the vanilla game: I cannot wear my matching Ranger armor and helmet because my reputation drops to neutral with the NCR. Again, the game doesn't tell the difference between trying to disguise myself, and actually belonging to that faction. (End of Skipping) I want a mod that does the following: whenever you are wearing faction armor, your reputation will be set to neutral with that faction as long as your base reputation is negative. And when your reputation is good with that faction, your reputation will be left as is. If possible, I would like every other faction to remember my reputation with them, unless they directly conflict (NCR <-> Legion, NCR <-> BoS, and don't know if there's others as well), in which case they will be hostile to me no matter how much they would like me in neutral clothing. Could somebody please consider making this mod?
