Balmora is very good, interesting characters and quests. The Ra'Viir is pretty cool (I dunno why did I like him so much). My first Great House were Hlaalu, I like their architecture, but they're all kinda thieves Anyway, Balmora is my favorite and I vote for it

I like Nord, dunno why. My first character was Nord and BattleMage

I like Telvanni, they're strange, kinda crazy inside and just cool :D But I like Hlaalu architecture more

I recommend you to use GIMP and DDR plugin for this, you can find it on TES Nexus I think For the walls/ceilings/floors I think you should add scratches or something and it's will be good if you make textures hi-res

I agree! Another atmosphere, the land of the dunmers, oh! I love it! Oblivion is kinda boring and bothering me. I'm playing it now, just reinstalled and put some retextures in
